Wanted (for Election): PRESIDENT Of The PHILIPPINES

Masyado nang maraming baho. Masyado nang maraming sinasabi. Masyado nang maraming pamantayan sa pagpilipilian kung sino ba ang dapat mamuno sa susunod na anim na taon.

Ang tanong: una, sino ba ang ilalagay mo sa balota? At bakit sila? At dyan nagsisimula ang isang mahabang usapan na madalas ay nauuwi pa sa samalimuot na katapusan.


Ayokong pag-usapan ang mga nagawa nila, ganun rin ang kanilang mga kapalpakan. Huwag muna. Nakakaurat na rin. Nakakaubos kaya ng brain cells yun minasn, no. Nakakastress pa. At ang stress, nakamamatay pa minsan.

Pero alam mo ba kung ano ang dapat nilang gawin kung sakali sila ay mahalal?

Ang pangulo o presidente ay ang pinakapinuno ng bansa. Pero sa konsepto ng lipunan natin, sa totoo lang ay halos kapantay niya (lamang lang siguro siya ng ilang paligo sa iba) ang punong mahistrado ng korte suprema at ang presidente ng senado. Oo, equal powers ang executive, legistlative, at judiciary. Yan kasi ang hirap pag pinagmumukha niyong superhero ang pangulo e.

Pero ano ba ginagawa nya? Simple. Tagapagpatupad ng batas at isabuhay ang alinmang kapangyarihang hawak niya sa kagawaran ng ehekutibo. Siya ang commander-in-chief ng Hukbong Sandatahan. Siya ang may hawak ng malawakang superbisyon sa lahat ng lokal na pamahalaan.

Kung hindi ka kumbinsido, basahin mo 'to.

The president leads the executive branch of the Philippine government and is the commander-in-chief of the Armed Forces of the Philippines.

Under Article 7, Section 1 of the Constitution of the Philippines, the president heads the Executive branch of the government, which includes the Cabinet and all executive departments. The executive power, as such, is vested on the President alone.

Section 19 gives the president power to grant reprieves, commutations, and pardons, and remit fines and forfeitures, after conviction by final judgment, except when the President is under impeachment.

Section 20 provides the president to contract or guarantee foreign loans on behalf of the Republic of the Philippines with the prior concurrence of the Monetary Board, and subject to such limitations as may be provided by law.

The president exercises general supervision over local government units.

The president appoints, with consent of the Commission on Appointments, members of the Constitutional Commission, ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain, and other officers whose appointments are vested in the President in 1987 Constitution.

The members of the Supreme Court are appointed by the president, based on a list prepared by the Judicial and Bar Council. These appointments do not need the consent of the Commission on Appointments.

Commander-in-Chief
Section 18 of the Constitution of the Philippines, the president is also the Commander-in-Chief of the Armed Forces of the Philippines. As Commander-in-Chief, the President can call out such armed forces to prevent or suppress lawless violence, invasion or rebellion. In case of invasion or rebellion, when the public safety requires it, he or she may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.

Power of Appointment
The president appoints, with consent of the Commission on Appointments, members of the Constitutional Commissions, ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain, and other officers whose appointments are vested in the President in the 1987 Constitution. The members of the Supreme Court are appointed by the president, based on a list prepared by the Judicial and Bar Council. Balik tayo sa debate. Alin sa mga kandidato ang nangasiwa na ng isang malaking lokalidad? Alin rin diyan ang namahala ng isang ahesnya ng pamahalaan na ang saklaw ay buong bansa? Alin dyan ay tinutukan na ang samu't saring mga adbokasiya? At higit sa lahat, alin sa kanila ang umaaksyon kesa sa nagdadada lamang?

Lahat naman sila ay may ginawa, 'di ba? Kayo na lamang ang bahalang humusga sa Mayo 9.
